If the Métis Nation accord is eventually signed, it is important to understand which Métis in Canada would (and would not) be included in it. It is certain that all of Métis descendants of Métis eligible for scrip who are members of the organizations signing the accord would be included. It is not certain how Métis in those provinces who sign the accord who are not members of those organizations, or who are not scrip descendants, would be dealt with. Since scrip was not issued in British Columbia, or Ontario, it is not clear how Métis in those provinces would be included, even though some groups from Ontario and B.C. are accord signees. It is certain that Métis whose predecessors were not eligible for scrip would require validation by at least one organization who has signed the accord. It is also certain that the 5,000 Métis on the Métis Settlements in Alberta are excluded from the accord by their own request. The terms of the accord would clearly exclude Métis in Quebec and the Maritime provinces. It could also create a situation in other provinces where non-accord Métis could experience the same kind of exclusion from the Métis Nation, that non-status Indians have experienced in terms of exclusion from the First Nations under the Indian Act. Of course, the Métis who are outside the accord will, if agreements on constitutional entrenchment actually go forward, have constitutionally guaranteed access to Aboriginal and Treaty Rights, to Treaty renovation, and self-government negotiations. The tables below are an application of [1991] Census Canada figures by the author in an attempt to show the potential impact of the MNC Accord on the pan-Canadian Métis population. The following notes indicate how the figures in the last two columns were determined. |

Newfoundland, Labrador, Nova Scotia, Prince Edward Island and Quebec are specifically excluded from the MNC "Homeland" and therefore would be excluded from the MNC Accord. For the purpose of compiling this table it is presumed that half of the Indian/Non-Aboriginal responses would identify as Métis and would be excluded from the Accord. It is assumed the other half would identify as Indian or White. Since the scrip provisions of the Manitoba Act and Dominion Lands Act do not apply in Ontario, and since the membership of the newly formed Metis Nation of Ontario is uncertain, it is difficult to know how many Metis in Ontario would be included in the Accord. Giving the Accord the benefit of doubt, it is assumed all Metis only respondents would be included. The remaining figures are arbitrarily divided equally between included and excluded. In Manitoba and Saskatchewan, it is presumed all Metis only, all Metis/Indian, all Metis/Inuit would be included. The remaining responses are arbitrarily divided equally between included and excluded. In Alberta, the 5,000 members of the Alberta Metis Settlements are excluded (at their own request) from the Metis only response. All of Metis/Indian, Metis/Inuit, and Metis/Indian/Inuit are included. The remaining categories are arbitrarily divided in half. Since the British Columbia affiliate of the MNC has adopted the MNC Accord definition of Metis, all Metis only are included, but only half of the remaining partial Metis responses are included. The remaining categories are arbitrarily divided in half Since the MNC has no affiliate in the Yukon the Metis only responses are included and the rest are excluded. In the Northwest Territories, which has already enumerated Metis using it own definition of Aboriginal ancestry and self-declaration, all Metis responses are included. One-quarter of Indian/Non-Aboriginal is included in the Accord column and one-quarter is placed in the excluded column. |
