Dear Ron:

I am writing on behalf of the Métis constituency of the NCC and other participants in the Confederacy of Métis Peoples to propose a special workshop for Métis delegates and Confederacy participants at the next NCC AGM which I understand will be held in Ottawa, February 26-27, 1994.

As you are aware the Confederacy of Métis Peoples was formed at the last AGM to provide a network and forum for Métis people in Canada who are not represented by the Metis National Council. The Confederacy is currently developing a special Métis Circle with the Royal Commission on Aboriginal Peoples. This circle includes the development of several focus papers on issues of concern to Confederacy participants and two meetings with the Royal Commission to present concerns and proposals for accommodation of those concerns. We propose that the NCC could play a valuable role in this process by providing a meeting facility at the AGM for the Confederacy to fine tune the papers and presentation to the Commission.

We suggest that the NCC take the following action:

1. Include in all notices related to the AGM that a Métis Circle will be held on both days of the AGM.

2. Instruct all PTO's to include at least two Métis persons in their delegations to the AGM.

3. Book the necessary facilities to provide a meeting room sufficient to accommodate 30-40 people for the two-day period.

4. Make NCC facilities available to prepare materials for the meeting.

5. Place an item on the AGM agenda for a Confederacy report to the AGM.
